MemoDescription The Sycuan Indian Reservation is a reservation surrounded by many small mountains that prevent direct line of sight (and hence, direct access to UCSD transmissions) to any HPWREN antennas. The Mountains immediately adjacent to the Indian Reservation are part of a natural conservation in which there will be no ability to place Antennas (relay stations) upon. At the time of the Summer Academy we were not allowed to take any coordinates counts. However, we did go onto various areas not on Indian lands to see if we could see the reservation. We did find one location, it is a water tower that can see (line of sight) DQ and see UCSD. Therefore, a relay may be established at that point. Note: the water tower is pat of the municipality of Spring Valley or within that area. Negotiations would have to be established with such municipality. As with Indian reservations there are process that must be followed and the negotiation process between the Indian Reservation, TDV, and the municipality should be taken. Possibilities: The other possibilities maybe a Cable system for direct access with the appropriate transfer speeds required for what they are doing or borrowing a T1 line feed from the Sycuan Casino. The speed and the transfer of data, is what I assume to be the pivotal question. HPWREN is not necessarily the only solution to this problem. No Direct line of sight to Campo Because both Sycuan and Campo are in mountainous regions there exists no direct line of sight to Campo. Such a process would require literally half a dozen relays. Should the option of HPWREN be used then the signal would go something like this. This does not include the permission to use various sites on Cuyamaca Mtn. nor the water tower. Please, go to the E.
